Following a review of how Warwickshire Police will deliver services in the future, there is an exciting opportunity for a newly created post of Consultation and Engagement Lead. The post holder will be a senior member of the Analysis & Service Improvement department with responsibility to lead the force's approach to consulting and engaging with our communities and partners, including the delivery of the victim satisfaction survey programme. This is a great opportunity to develop and shape a new way of working in the way the force engages with victims and communities.

 

The main purpose of the role is to manage the force’s consultation and engagement framework to provide Warwickshire police with information on the views and perceptions of their communities. This will include managing the victim satisfaction survey programme and undertaking the role as strategic lead for equality and diversity.

  

Main Responsibilities:

Drive and manage efficient and effective consultation and engagement processes in order to inform the force regarding views and perceptions of communities to drive business planning and direct policing activity locally to support continuous improvement.

To ensure the development and delivery of an Equality and Diversity Strategy for Warwickshire Police, facilitating strategic decision making and providing guidance for Chief Officers when determining the strategic direction of equality and diversity

Provide professional and technical advice to Chief Officers, business leads and Police and Crime Commissioners on the most effective and efficient forms of consultation and social research.

Manage victim satisfaction survey programme and corporate public consultation activities, including any contracted services to outside companies and related budgets. Manage all aspects of the process including methodology, questionnaire design, sample design, data collection, data analysis and reporting.

Manage the analysis and dissemination of results and findings, including where possible assessment of likely reasons for improved or poor performance, and support for developing approaches and strategies which will delivery continuous improvement, including improved public confidence and satisfaction.

Effectively manage the consultation and engagement team, including prioritisation of workload and tasks.

Ensure appropriate regular consultation data is available and published, including reporting on organisational compliance with equality and diversity legislation within the appropriate timescales. To initiate and manage systems for compliance with equalities duties.

Maintain specialist knowledge and expertise of market and social research methods and initiatives to assess public perceptions, with particular reference to hard to reach groups. Ensure that the data and information used and produced meets Data Protection/ Privacy and other regulatory standards including the Market Research Society Codes of Conduct.

To represent the Forces on regional and national equality and diversity forums

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

 

Experience/Skills:

Knowledge:

Degree / level 5 qualification in a relevant subject (e.g. Marketing, Social Research, Business Management) or equivalent experience

Substantial knowledge of social research and market research theory and methods.

Knowledge of the analytical software tool for analysing survey data (e.g. SPSS)

A sound knowledge of Equality and Diversify legislation and an understanding of its context within policing

Experience:

Substantial experience in all aspects of market research, survey analysis and running market research related projects within an organisation.

Experience of managing staff.

Experience of addressing the needs of diverse and minority groups.

Experience in providing professional advice to senior managers.


Key Skills:

Expert analytical and statistical skill and presenting findings in an appropriate manner to include recommendations for action

High level of computer literacy and keyboard including SPSS (or equivalent survey analysis tool), Excel, Word

Excellent communication oral and written skills, including presentational skills and the ability to engage and negotiate with a diverse range of people

Regular travel throughout Warwickshire.
